The IFF-OBA team carried out a project field assessment from 29th to 30th April 2019. The team visited the Capripoint intake and treatment plant, pump house, Mabatini booster station, and the ongoing construction of the Nyamhongolo storage tank. The existing Kisesa Sump and pump house, the location for the construction of new sump and pump house and the tapping point from where water shall be abstracted to serve the customers in the project area were also assessed.
MWAUWASA intends to extend their services to new customers in Nyamhongolo. The team held a meeting with Village Government leaders of Nyamhongolo area who confirmed that there are currently 4,000 households in need of water.
Way forward: The utility was advised to revise their project proposal, particularly the IFF project proposal template, hydraulic calculations (demand, flow, pump size) and the Bill of Quantities. Further, MWAUWASA should determine how much water can be supplied to the project area. This, in turn, will determine how many customers can be connected as part of the proposed IFF Programme.

On 27.03.2019, the IFF-OBA Team organised a Workshop about the documentation of financial expenditure and progress reporting for IFF Projects. The workshop was conducted at Veta Hotel in Dodoma and a total of 29 participants from five different UWASAs and representatives from the Treasury Registrar and the Ministry of Water were amongst the audience. The main objective of the workshop was to brief those utilities, that will soon start with the implementation of their IFF projects, on the correct documentation of their financial expenditure and application of developed templates for progress reporting. The workshop contained a total of seven different sessions, including a group work regarding the review and presentation of the respective project BOQs.
The workshop evaluation asserted that 92 % of participants considered the content very relevant / relevant to their work.
The IFF-OBA team carried out a project proposal field assessment from 13th to 14th February 2019. The team visited the Mabayanidam, pump house, MOWE treatment plant, the location for the construction of 2 sand filters and a 1000m3 clear water tank.
The team held interviews with customers in Kakindu, Pongwe, Saruji ward and Kilimanjaro cement.During this year’s dry season Tanga UWASA has been rationing its water supply for the first time. The proposed project intends to increase water production through the rehabilitation of the water treatment plant and the construction of a new clear water tank.Water conveyance shall be improved through the construction of a bigger diameter raising main.
Way forward: The utility is in the process of revising the project proposal and BOQs. Thereafter, the Consultant will compile a comprehensive assessment report for the envisaged project.
The IFF-OBA team carried out a project proposal field assessment from 19th to 22nd February 2019. The team visited the location for the construction of the New Bigwa intake,the existing Bongola intake, the location for the construction of 90m3 storage tank, and the sites for the planned distribution mains. Further, the Mindu dam, Mafiga treatment plant, the clear water tank, the Tumbaku reservoir with a capacity of 5,000m3and the pump house were seen.
The team held a meeting with Village Government leaders of Bigwa area to assess the resident’s willingness and ability to pay for the proposed project services. The project intends to extend the distribution network to uncovered service areas of Morogoro UWASA. A total of 1,640 new customers shall be connected to the network.
Way forward: The utility was advised to revise their proposal and the Bill of Quantities. Thereafter, the Consultant will compile a comprehensive assessment report for the envisaged project.
The IFF OBA team carried out a project verification visit to the Moshi Urban Water and Sanitation Authority(MUWSA) from 06.02.2019 to 07.02.2019. The visit aimed at the verification of output targets which include (i) Construction of Mang'ana intake and gravity main(ii) Construction of transmission main and distribution lines (iii) Additional billing of 1,000 customers in new supply areas and (iv) a collection efficiency of at least 90% within the entire service area. Based on the findings of the visit and MUWSA final completion report, the Consultant will compile a comprehensive verification report that will be presented to the IFF Steering Committee for approval. The report will outline the eligible project expenditure that will determine the actual amount of the IFF Grant that shall be disbursed to MUWSA.
From 6th to 7th of December 2018, the IFF-OBA team carried out a project proposal field assessment at the Kahama Water Supply and Sanitation Authority (KUWASA). The utility submitted a project proposal to the IFF Secretariat that included the procurement of two cesspit exhauster trucks. The IFF team visited the existing sludge disposal station, the ongoing construction of Busoka waste water stabilization ponds, different septic tanks and soak away pits for domestic and institutional customers. In addition, interviews with three private operators for sludge emptying services were held.
The team also held a meeting with Village Government leaders of Busoka, Nyamhanga, Mhungwa, Nyihongo, Majengo, Mhongolo, Kahama mjini and Nyasubi areas to assess the prevailing situation and the resident’s willingness to pay for the proposed services.
The IFF-OBA team carried out a project proposal field assessment at the Iringa Water Supply and Sanitation Authority from 11th to 12th December 2018. The team visited different water sources which include the intake and water treatment plant at Ruaha river, Kitwiru spring and a borehole. Mgongo tank, the area for the construction of a 300m3 storage tank at Igwachanya hill and an existing storage tank that was constructed by DANIDA in 1980`s were also seen.
The proposed project intends to extend the distribution network to uncovered service areas of Iringa UWASA.The IFF team therefore held meetings with Village Government leaders of Igwachanya, Kitwiru and Nduli to assess the resident’s willingness to pay for the proposed services.
Way forward: The utility was advised to revise their proposal, particularly with regard to actual production figures for demand calculations and update of the presented BOs. Further, the working schedule should include the anticipated number of customer connections so as to assess the increase in revenue collection in different years.
The IFF OBA team attended the sixth annual water Conference (AWAC 2018) organized by ATAWAS in collaboration with the Ministry of Water and Development Partners. It was held at Belmont Fairmount Hotel in Mwanza from 15th - 16th of November 2018. The IFF OBA Team Leader briefed the audience about the IFF Programme and its objective to mobilise commercial finance for water supply and sanitation investments. The IFF OBA team carried out a project verification visit in Tabora from 17.10.2018 to 18.10.2018. The visit aimed at the verification of output targets which include (i) the extension of distribution pipelines, (ii) 900 customer connections, (iii) the construction of 3 water kiosks in low income areas and (iv) a collection efficiency of at least 90% within the entire service area. Based on the findings of the visit and TUWASA’s final completion report, the Consultant will compile a comprehensive verification report that will be presented to the IFF Steering Committee for approval during the next meeting that is tentatively scheduled for the end of November 2018.
The IFF-OBA team carried out a project proposal field assessment from 17th to 18th September 2018. The team visited the proposed project areas in Machinjioni, Bugashani, Nshambya, Kahororo, Kyebitembe and Buhembe, as well as the existing Bunena intake and water treatment plant, existing FFU tank, Kashura tank and Machinjioni tank. The ongoing project for the construction of a new storage tank, distribution network, Machinjioni pump house and sump which have been financed by the Government of Tanzania were also seen.
The team held a meeting with Village Government leaders of Kahororo, Nshambya and Buhembe areas to assess the resident’s willingness to pay for the proposed project services. The proposed project intends to extend the distribution network to uncovered service areas of Bukoba UWASA.
Way forward: The utility was advised to revise their proposal, particularly with regard to the option of including or removing the booster station at Nshambya. Further, the working schedule should include the anticipated number of customer connections so as to assess the increase in revenue collection in different years.
